Answer to a week's game:  To cool the body down.

Rats control their body temperature by dilating or constricting the blood vessels in their tails. If the animal is too warm, more blood moves into the tail, where the vessels swell to give off heat. The blood that returns to the animal’s body is then at a lower temperature. Conversely, if a rat is in a very cold environment, it can constrict the vessels in its tail, preventing heat loss.

Seems like a lot of our technical inventions were military at inception or, later,  space research related.  I don't see a big difference between #3 and #4, but since #4 is broader, I will go with that.

Long way of getting around it, but I guess

I don't see the answer I always thought it was invented by Doc Holiday or Wild Bill as a way to mark cards. You know a nick in the corner of a card there or a nick on the side and the corner card. 

  I actually know the answering so I will not answer but if I had to answer it wouldn't be 1 or 3
