Nope. Not that I can see. I went to https://excommunity.becomeanex.org/t5/notes/privatenotespage and then clicked the new message button and then typed in your username without issue and also went to your profile page and then clicked on New Message and showed your username without issue.
Please note that the username you enter must be exact. Each time you type a letter it should refine.
Have you tried clicking on the person's username and then view their profile and then click option for Send Message?
