Why is there badge option when not logged in?

I am able to give someone a badge when I am not logged into the site.

That means anyone outside of the sites members could do the same?

If I am not logged in - nothing shows under the actions tab except "View RSS Feed" - So Dale you must be special!

I see now - I was trying to send a badge from the person's profile page - so sorry Dale you are not special -  - or maybe I should say that we are all special!
