Thx, yep...we have already located the underground valve feeding the spur (abandoned as it turns out) that was buried only about a foot below grade.  Unmarked, and undocumented...the contractor had no idea that it even existed.  He was excavating for a new sidewalk project we are building, and his tracks from his excavator broke it off just below grade.  Poof!  up from the ground....come a bubbling crude...lol.  I had the closest valve feeding it shut off and we are going to abandon it in place.  Crisis averted...
