Why can I not send a message to someone I am following?

I am trying to send a message to a friend and I get the message that we are not connected but it says following. Whys?

Hi JACKIE1-25-15  With the new community you must be following each other so that a private message can be sent.  This prevents someone from coming on the site and sending spam/solicitation messages to lots of people. This happened on the old community. Perhaps you can @mention the person and ask them to follow you so you can send them a private message.  Thanks for the feedback!
